The top definition says they are for water but the fine print states they are not water proof . Will these fall apart if I use them for water shoes ?

What it says is...... The upper is not 100% waterproof but it is water resistant and dry quickly, so feel free to wear it in the smoggy or snowy days.....I don't see a waterproof claim as it is not.
